Yuba City to Hire William David Vaughn as new City Manager

Vaughn looks forward to serving the community in his new capacity as City Manager
YUBA CITY, CA (MPG) - The City Council of Yuba City is pleased to announce the employment of Mr. William David (“Dave”) Vaughn as Yuba City’s next City Manager. The City Council approved the employment agreement, considered at the City Council meeting of Tuesday, February 2, 2021. Vaughn was selected from among 113 candidates after an extensive nationwide recruitment and selection process involving the City Council, City staff, community members, past Yuba City Mayors, and executive search firm Municipal Research Group (MRG). He is to begin in Manager capacity on Monday, February 22.
Vaughn comes to the City following a long career in the private sector. His most recent tenure was as Executive Vice President of Athens Services, a waste management and recycling company with an annual budget of over $300 million and more than 600 employees. Although previously employed in the private sector, Vaughn has extensive experience with municipalities and a strong understanding of local governance, and he is expected to receive his Masters in Public Administration in February 2022.
Vaughn’s expertise includes budgeting, operations management, business development, and strategic planning. He is a collaborative and creative executive who has a strong background in delivering improved performance and reduced expenses to support revenue growth. Vaughn’s problem-solving skills, creative approach, and ability to think outside the box will provide valuable leadership and direction to Yuba City.

The City Council desired to find a proven and professional leader who could connect, communicate and engage with the City staff and the citizens we serve. It was also important that we choose a City Manager who could connect and collaborate with both our public and private sector partners in the City and our region. Dave Vaughn rose to the top of the list of candidates in this process and we as a City Council look forward to working with him as he assumes his role as our City Manager.”
Moreover, Vaughn is a long-time member of the community. He has served as a board or committee member on various community organizations such as the Beale Military Liaison Committee, Rideout Health Foundation, Yuba City Rotary Club, Yuba-Sutter Chamber of Commerce, and the Yuba County Economic Development Advisory Committee. Vaughn looks forward to serving the community in his new capacity as City Manager and supporting the City in its continued growth and prosperity.
The City Council is grateful to Diana Langley for stepping into the Interim City Manager role these past several months. Her hard work, leadership, and professionalism, particularly during this unprecedented pandemic, have helped the City to keep moving forward. Following Vaughn’s appointment, Langley will be returning to her previous role as the City’s Director of Public Works.
