YUBA CITY, CA (MPG) – Several planned subdivisions can still qualify for the city's former road impact fee rates after the Yuba City Council granted developers until Dec. 31 to complete their final maps.

The Oct. 20 decision applies to Elmer Ranch West, Newkom Ranch Units 1 and 2, and Sohal Ranch Unit 1, which need additional time to complete documents required for recording.

Yuba City updated its road development impact fees in March for the first time since 2007. The charges help finance roadway improvements needed to accommodate growth, officials said.

To ease the transition, the city allowed subdivisions with final maps submitted by May 14 to pay the previous rates, provided they completed recording by Aug. 27. Eight maps met the submission requirement.

The council later extended that deadline to Oct. 30. Since then, Brownstone Estates, Thiara Estates and The Ridge Units 1 and 2 have received approval for recording.

The remaining projects still need subdivision agreements, bonding documents and other authorizations before their maps can be finalized, officials said.

Development Services Director Doug Libby submitted the request for additional time so developers and city officials, including the city attorney's office, could finish reviewing the paperwork. The extension does not waive road impact fees. Eligible subdivisions will pay the older charges rather than the updated amounts, which the city adopted to help fund roads needed for future development.

The action has no General Fund impact, officials said. Developer fees cover the city's expenses for processing the subdivision maps.

Officials said this is intended to be the final extension. Any qualifying project that fails to record its map by 5 p.m. Dec. 31 will be subject to the new fee schedule.
