Yuba County Library Project Moves Forward

YUBA CITY, CA (MPG) – The Yuba County Board of Supervisors approved a $250,000 budget adjustment for the ongoing Yuba County Library renovation that reclassifies project costs without increasing the overall cost of the project.

The action reallocates appropriations from the project's Construction in Progress account to the Furniture and Fixtures account after county staff determined certain renovation-related purchases did not qualify as capital assets under county accounting policies.

According to the county, the adjustment is administrative only and does not change the project's scope or budget.

The renovation began in October 2024 and marks the first major upgrade to the Yuba County Library since the building opened in 1976. Initially funded through the California State Library's Building Forward Infrastructure Program, the project is modernizing the interior, improving accessibility, upgrading life-safety systems and addressing decades of deferred maintenance without expanding the building. Last month, the Board of Supervisors approved additional funding to support the renovation as construction continues toward completion later this year.

The project is designed to create a more flexible library while preserving the existing facility. Planned improvements include larger children's and teen spaces, additional study areas and group meeting rooms, upgraded fire alarm and fire suppression systems, improved restrooms and accessibility features, reorganized shelving, new furnishings, energy-efficient LED lighting, broadband upgrades, updated flooring and interior finishes, and improved wayfinding throughout the building.

County staff said a review of project expenditures conducted with the Auditor-Controller's Office found some items originally budgeted as construction costs fell below the county's capitalization threshold and required reclassification under county accounting policies. Officials said the adjustment reflects how the purchases are recorded for accounting purposes rather than any change to the renovation itself.

The county said transferring the appropriations ensures expenditures are recorded in the proper accounting category, maintains accurate capital asset records and complies with county accounting standards. Officials emphasized the change does not increase spending, affect construction plans or alter the overall renovation budget. The library has been operating from a temporary location at the Yuba County Government Center during construction while services continue for county residents.

The budget adjustment was approved as part of the Board of Supervisors' June 23 consent calendar.
