Education Services Renewed for Youth Facility

MARYSVILLE, CA (MPG) - The Yuba County Board of Supervisors last month approved an agreement to continue providing education services for youth housed at the Tri County Youth Rehabilitation Center, a regional juvenile facility serving Yuba, Sutter and Colusa counties.
The action authorizes the Yuba County Office of Education to deliver academic instruction and career technical education during the 2026–27 fiscal year, continuing its long-standing partnership with the Yuba County Probation Department. The agreement outlines the responsibilities of both departments, which operate under the oversight of the Yuba County Board of Supervisors.
The Tri County Youth Rehabilitation Center operates across two locations on 14th Street in Marysville. The Maxine Singer Youth Guidance Center and Resiliency Program and the Tri County Youth Development Center together house youth from all three counties, creating a regional system that relies on Yuba County to provide secure placement, supervision and access to education.
Under the agreement, YCOE will recruit and provide a full-time career technical education teacher and part-time welding instruction. Classes are held on all days school is in session, with welding instruction occurring at least three hours per week. Instruction is available to all youth housed at the facility, regardless of high school graduation status, and includes both academic coursework and hands-on vocational training.
The MOU requires teachers to work collaboratively with probation staff to ensure instructional materials and equipment meet safety and security standards inside the secured environment. All instructors must pass a comprehensive background investigation conducted by the Probation Department.
Probation officials identified a continued need for structured education programming, noting that many youths arrive behind in school or lacking access to career training. The agreement also allows for occasional after-hours or special request services, though any additional costs must be approved in writing by probation.
Funding for the program is capped at $143,880 for the year, with YCOE invoicing the county quarterly for services provided. The contract takes effect July 1 and runs through June 30, 2027.
