ARC Spillway Project Delayed to 2029

MARYSVILLE, CA (MPG) - The Yuba Water Agency has delayed the anticipated construction timeline for its Atmospheric River Control (ARC) Spillway Project, citing impacts from the February failure at the Colgate Powerhouse that have shifted agency priorities and resources.

In a supplemental filing submitted April 14 to the Federal Energy Regulatory Commission (FERC), Yuba Water officials said construction of the ARC spillway, originally anticipated to begin in the second quarter of 2027, is now expected to start in the second quarter of 2029.

The update follows the Feb. 13 incident involving the failure of the Colgate Powerhouse penstock, which required the agency to redirect attention and resources toward emergency response and repair efforts. That event, which drew regional attention earlier this year, has since become a key factor in adjusting long-term infrastructure planning.

The ARC Spillway Project is part of the broader Yuba River Development Project and is intended to enhance flood control and dam safety during major storm events. While the revised timeline reflects delays, Yuba Water officials emphasized the project’s continued importance and requested that FERC proceed with reviewing the agency’s noncapacity amendment application.

According to the filing, approval of the amendment would allow the agency to better coordinate planning efforts for both the spillway construction and ongoing repairs at the Colgate facility. Yuba Water noted it will continue to provide updates to federal regulators if the construction schedule changes further.
