Supervisors Approve Sutter Mental Health Facility

YUBA CITY, CA (MPG) - The Sutter County Board of Supervisors approved $550,000 in funding March 24 to support construction of a 16-bed residential mental health treatment facility operated by Willow Glen.

The funding includes $300,000 from Health and Social Services development impact fees and $250,000 from Mental Health Services Act funds and will serve as the local match requirement for the Behavioral Health Infrastructure Continuum Project grant.

Health and Human Services Director Sarah Eberhardt-Rios said the project has been awarded approximately $9.7 million from the California Department of Health Care Services.

The facility will provide long-term residential treatment for individuals with significant mental health needs, including those under conservatorship. Everhart-Rios said the project is expected to reduce reliance on costly out-of-county placements by expanding treatment options in Sutter County. 

“This will allow us to serve clients locally rather than sending them out of county,” Eberhardt-Rios said.

Yuba County is also contributing $300,000 in development impact fees, with the facility expected to serve residents from both counties.

Eberhardt-Rios said the mental health facility is projected to provide approximately 11,680 bed days of treatment annually and is expected to operate for 30 to 50 years.

County officials said the funding is consistent with development fee requirements and has been reviewed by Development Services.
