Island Style Housing Project Moves Forward

YUBA CITY, CA (MPG) - A housing development built around sunshine, socializing and a coastal inspired lifestyle is gaining momentum in Sutter County, following board approval of key zoning adjustments.
Plans for a Margaritaville style community, inspired by the laid-back lifestyle made famous in the music of Jimmy Buffett, moved forward with the Sutter County Board of Supervisors approving key changes within the Lakeside at Sutter Pointe development.
Development Services Director Neil Hay presented the project to the board March 24, requesting zoning adjustments tied to Phase 1 of the development.
The zoning changes are part of ongoing updates to the Sutter Pointe Specific Plan as the project moves from planning into construction, with an emphasis on aligning land use with current market demand. The changes affect multiple parcels north of Riego Road and west of Natomas Road within the Sutter Pointe Specific Plan area.
Phase 1 is expected to include roughly 1,100 to 1,200 homes, with about 33 fewer residential lots than originally planned due to the reconfiguration.
“What’s really happening is that some of the medium density residential land is being rezoned to parks to allow for an amenity center as part of the active adult community,” Hay said.
The planned amenity center will be more than just a clubhouse and serve as the core feature of the Margaritaville style community, where social events happen, entertainment is hosted and residents interact regularly. It shifts the development from just housing to a lifestyle, according to George Carpenter, representing the Lennar Wind Partnership developers, who described Margaritaville as a hospitality brand centered on a laid back, coastal inspired theme. He said similar communities already exist in other parts of the country and are designed for active adult residents, combining housing with shared amenities and social spaces.
“These have been described as like a resort, social club and suburban neighborhood all mixed into one with a permanent island vacation vibe,” Carpenter said.
Carpenter said the communities are designed specifically for active adults, typically those 55 and older, with an emphasis on lifestyle rather than traditional neighborhood design. He said the developments focus on shared spaces, organized activities and opportunities for residents to interact.
He told supervisors that similar communities in other states have drawn residents looking for a combination of housing and a built-in social environment, where amenities and programming play a central role in daily life.
Supervisors discussed the project’s potential to attract new residents and contribute to the county’s growth as development continues in the Sutter Pointe area.
Supervisor Dan Flores said he was excited about Margaritaville and what it could bring to the county.
“I think it’s really going to put Sutter County on the map,” Flores said.
The board approved the zoning map amendment and related actions without opposition, allowing the project to move forward. County officials said the development review process is fully reimbursed by the applicant, resulting in no direct cost to the county.
Construction on Phase 1 is already underway, with mass grading completed and key infrastructure in place, including sound walls, water facilities and subdivision improvements.
The Lakeside project is one of several phases within the larger Sutter Pointe development, a long-term buildout that includes residential neighborhoods, parks and supporting infrastructure.
