Yuba City Reorganizes and Appoints New Executive Leadership

YUBA CITY, CA (MPG) - The City of Yuba City has reimagined its leadership team to better meet the community’s growing infrastructure and development needs.
Three highly qualified, long-serving city employees will be appointed to director roles effective July 12, including Phil Marler as utilities director, Josh Wolffe as public works director and Doug Libby as development services director.
“This decision reflects our belief in growing leadership from within,” said Mayor Dave Shaw. “Phil, Josh and Doug have earned the respect of their teams and have a clear vision for the future of Yuba City. We’re proud to support their continued leadership in these key roles.”
Marler began his career with the city in March 2006 as a Public Works maintenance worker I and steadily rose through the ranks, holding nearly every position within the department. Marler currently serves as deputy public works director of utilities, where his hands-on experience and institutional knowledge of Yuba City’s water and wastewater systems are unmatched. Marler is known for his steady leadership and practical insight into infrastructure operations. Outside of work, he enjoys camping, traveling, and spending time with his family.

Born and raised in Yuba City, Wolffe started with the city as an engineering intern in 2016 while attending CSU Chico. After earning his degree in 2017, he joined full-time as an assistant engineer and quickly rose through the ranks most recently serving as senior civil engineer. His work includes several landmark projects such as the Franklin Avenue Improvements, Didar S. Bains Park, and the Bocce and Pickleball Courts at Sam Brannan Park. When not at work, Wolffe enjoys spending time with his wife, daughter, and close family, as well as golfing, fishing and performing handyman work
Libby has more than 30 years of land-use planning experience in both California and Idaho. He currently serves as deputy public works director of development services, having joined the City of Yuba City in 2022 after 22 years with Sutter County. His career has included large-scale development, ski resort planning and one-on-one community development projects. Libby has also been actively involved with the Sutter County Local Agency Formation Commission (LAFCO) since 2001 and currently serves on the Board of Directors for the Natomas Basin Conservancy. Libby has been happily married to his wife, Cheryl, for 19 years and is a proud father of two sons.

These appointments maximize the city’s internal talent, create budget savings, and help maintain operational efficiency. The reorganization of these key departments will sharpen the city’s focus across core service areas of utilities, public works and development services.
Marler, Wolffe and Libby will be formally recognized at a special City Council meeting on July 15 at 5:30 p.m. in the Council Chambers at City Hall. A small reception will follow.
